Ctrl + F, shortcut does not work in all circumstances

Ctrl + F, should display the Filter drop down, but it does not in all situations.

- State changed from “new” to “resolved”
- Tag set to “bug, low”
List and Tree view controls obstructed Ctrl + key combinations.
